Actually the method I use tries to be somewhat clever and actively searches the yet open areas. But yes - it still will take quite a while to fill everything.

are you dividing the plane in quadrants with a grid and registering the position of the circles to see if a particular spot is undercrowded? it could be a really good way, since at the moment I'm using plain old brute force :)
the idea is to save all the 'x, y, radius' of the circles in a database and to use that data for a further animation.

I'm using a bitmap based technique. To find the open areas I'm using a second downscaled map which is initially filled with white where the filled areas get painted in black. To find the center of the biggest open areas I apply a blur filter to it and search for the brightest spots. In the begining I'm using a big blur radius which gets smaller and smaller.
